During the Caribbean Community's (CARICOM) 39th Regular Meeting held in Montego Bay, Jamaica, the Eastern Caribbean Telecommunications Authority (ECTEL) announced the signing of the Protocol Amending the Treaty  Establishing the Eastern Caribbean Telecommunications Authority ECTEL.
